Insisting.

Victims attribute bad situations to others.  “Damned government won’t let a man make a living.“  "The wife spends like it is going out of style; that’s why I don’t have any money.”  "Why did you tell me to do that?”

Victims expect assistance always and from everyone.  This goes back to the independence issue but the difference here is that expecting – insisting on – assistance colors the experience for everyone involved.
